Short Bio:
Chilean Civil Computer and Informatics Engineer with over 15 years of experience in public sector management, strategic planning, and digital transformation. She holds dual professional degrees in Civil Computer Engineering (2012) and Computer Engineering (2010) from Universidad Tecnológica de Chile INACAP, and has pursued advanced studies in Human Rights and Public Policy, Strategic Planning and Management, and Energy Market Regulation at leading institutions such as Universidad de Chile, Pontificia Universidad Católica de Chile, Fundación Chile, and Fundación Henry Dunant América Latina. Her career spans key roles in the Ministry of Energy and the Ministry of Public Works of Chile, where she has led initiatives in planning, project management, data analysis, and policy development. Currently serving as Analyst of Planning and Management Control at the Subsecretariat of Energy, Paulina has been recognized nationally and internationally for her contributions to gender equity in the energy sector. She co-authored the book Agenda de Energía y Género: Avances 2017 y Desafíos 2018 and played a pivotal role in the creation of the “Energía+Mujer” Plan, fostering public-private collaboration to promote women’s inclusion in the energy workforce. Paulina has received multiple awards, including the Excellence in Academia awards (2010, 2012), the Energy+Woman Outstanding Woman Award (2020), and the Gender Innovation Award in the Latin American Energy Sector (2019) from the Inter-American Development Bank.
